  • The move is part of the 100-day agenda of the Ministry of Rural Development (MoRD).

Drop this bill

GS2-Parliament and State Legislatures

  • The Karnataka government has given its nod to a Bill that is highly problematic, one that does not measure up to the constitutional letter and spirit.
  • The proposed law requires industries, factories and other establishments to appoint 50 per cent of local candidates in management categories and 75 per cent in non-management categories.
  • The Karnataka State Employment of Local Candidates in the Industries, Factories and Other Establishments Bill, 2024, passed by the Cabinet on Monday, mandates that if qualified or suitable local candidates are not available, it will fall to the firms to take steps to train and engage local candidates within three years.
  • To be sure, Karnataka is not the first state government in the country to go down this path. In the past, states like Andhra Pradesh (in 2019) and Haryana (in 2020) have brought similar laws.
  • But such laws, wherever they are framed, discriminate among Indians.

GS3-Indian Economy and issues relating to Planning, Mobilization of Resources, Growth, Development

  • The global economy is expected to grow at a stable pace in the near term. Growth has been pegged at 3.2 per cent in 2024 and 3.3 per cent in 2025 as per the July update of the International Monetary Fund’s World Economic Outlook.
  • This is in line with the Fund’s assessment in April. Among developed economies, the IMF has raised its growth forecast for Spain and France, while paring down its earlier assessment of Japan.
  • In the case of emerging markets and developing economies, the Fund has now lowered its expectations of growth prospects of the Middle East and Central Asia region as well as parts of Latin America, while sharply raising its expectations of the Chinese and Indian economy.

GS3-Role of External State and Non-state Actors in creating challenges to Internal Security.

  • The latest encounter in Jammu and Kashmir’s Doda district has once again laid bare the gaps in the security infrastructure of a belt that saw long stretches of peace until recent years.
  • Since 2021, areas south of the Pir Panjal range, including Poonch, Rajouri and Jammu, have seen a surge in high-intensity terror targeting security forces and civilians.

GS3-Role of External State and Non-state Actors in creating challenges to Internal Security

  • As someone who has spent a career in policing and security, I can understand the implications of the assassination attempt on former US President Donald Trump during his campaign rally.
  • The incident has also compelled me to think about how polarised and fragile the American polity is at present.
  • The attempt also brings to light a larger problem — the increasing inability to agree to disagree.
  • Far too often, people are turning to violence, bullying and threats to make their voices heard. Sections of the political class even support this for short-term gains.

GS2-Issues Relating to Development and Management of Social Sector/Services relating to Human Resources

  • The Maharashtra government will spend Rs 5,500 crore on the Mukhyamantri Yuva Karya Prashikshan Yojana internship scheme for unemployed youth.
  • This scheme, which aims to enhance the employability and skill set of the youth and prepare them for a competitive job market, was announced in Budget 2024-25 presented by Deputy Chief Minister and Finance Minister Ajit Pawar.
  • Speaking at a public event in Pandharpur on Tuesday, Chief Minister Eknath Shinde said, “The government will extend Rs 6,000 to those who are 12th pass, Rs 8,000 to those with ITI and diploma and Rs 10,000 for those with degree and postgraduation as a stipend.”

Parental consent: Uncertain over tech, MeitY reaches out to industry

Page no- 11

GS3-Awareness in the fields of IT

  • Unable to narrow down on a conclusive technological intervention to allow tech companies gathering parental consent before processing children’s personal data, the IT Ministry has reached out to the industry for inputs on how the requirement can be implemented under the upcoming data protection rules, The Indian Express has learnt.
  • The Digital Personal Data Protection Act, 2023 requires tech companies to develop a consent framework to verify a child’s age (people below the age of 18) and gather their parents’ consent before they can use an online service. This has been a major sticking point for the industry since the Act itself does not suggest ways in which platforms can perform age-gating.

GS3-Indian Economy and issues relating to Planning, Mobilization of Resources, Growth, Development and Employment

  • The informal sector — small and medium enterprises and household proprietary and partnership establishments — accounts for almost half of India’s economic output and more than three-fourths of employment.
  • But the sector faces challenges — over the last seven years, many units have shut and about 16.45 lakh jobs have been lost, data from the Annual Survey of Unincorporated Enterprises (ASUSE) show.
